<p style="text-align: justify;">The purpose of this meeting is to ensure that local leaders have the guidance and information to include the item in the context of an initial focus on their development plans 2012-2015, based on Law 1098 (Code of Childhood and Adolescence ), which provides for mayors and governors required to include in those plans the strategies in the short, medium and long term lead to find solutions to priority issues identified in the assessment of childhood and adolescence to be performed during the first four months in office.</p>
<p style="text-align: justify;">This workshop is the first of 32 scheduled from the presidency, with the support of entities belonging to the Intersect oral Committee on Early Childhood, commitment to continue advancing in the definition of public policy which promotes the development Early Childhood, through a strategy of Comprehensive Care for Early Childhood has been called &#8220;Zero to forever.&#8221;</p>
<p style="text-align: justify;">The Intersect oral Commission for Early Childhood is made by the Ministries of Education, Welfare and Culture, the National Planning Department, the Colombian Family Welfare Institute, and the High Councils of Social Prosperity and Special Programs. With these allies will work addressing political, technical and strategic this unique approach to comprehensive care, and their awareness and dissemination throughout the country.</p>
<p style="text-align: justify;">As part of &#8216;From zero to always&#8217; the Government will invest resources for 5.6 billion pesos to serve 1.2 million children during the cuatrenio, an investment and said President Juan Manuel Santos, will be priority during his mandate, which requires the participation of different sectors, with their roles and commitments.</p>

With this background and taking into account the PISA test results in which Colombia has performed below the world average in reading skills, the representative of the education portfolio presented the National Reading and Writing, a bid to transform the quality of education in the country.</p>
<p style="text-align: justify;">&#8220;Children do not learn to read and write at the appropriate age, may not, during their school development to overcome these conditions of inequality and condemn them to live in poverty,&#8221; said Perfecta emphasizing the importance of Colombia that children improve their reading and writing levels.</p>
<p style="text-align: justify;">Additionally, the Deputy Minister stressed the importance of reading and writing as a social development potentiated, and invited attendees to the workshops for Prosperity Agreement, representatives from the academic, social and business to be included in Bolivar their agendas country&#8217;s social commitment to improve the quality of education.</p>
<p style="text-align: justify;">Finally, the representative of the education portfolio, outlined the National Reading Plan that forms part of the policy &#8220;Quality education, the path to prosperity&#8221; that is already in progress and has set a goal of four years to help improve the performance levels of students in preschool, primary and secondary by 25% to 6,900 educational institutions provide a seed collection for use by students, to train teachers to 35,000 in reading and writing, accompanied to 6,900 educational institutions with relevant strategies to encourage reading and writing and commit to 100% of secretaries of education to make specific commitments to the National Reading and Writing.</p>

<p style="text-align: justify;">The meeting, which took place on Friday January 27 in the city of Cartagena de Indies, had three key objectives: First, there were advances in the process of legal and financial reorganization of the CAB which was ordered by the Ministers of Education member countries in 2009 and defined the actions to continue with this process, and second, was appointed as the new President of the Convention to the Minister of Education of Ecuador, a position he had held the Ministry of Education of Chile and finally, was chosen as the new Executive Secretary of the CAB to Mrs. Monica Lopez, who has held the post of Director of Quality Preschool, Primary and Secondary Education, Ministry of Colombia.</p>
<p style="text-align: justify;">When to start the meeting of Ministers of Education, the Colombian portfolio holder, Maria Fernando Campo congratulated the Ministers and delegates from different work their countries have made over the years to fulfill the mission of this Convention, while ensuring that this meeting marks a new stage for the Andres Bello.</p>
<p style="text-align: justify;">&#8220;I want to highlight the serious and dedicated work of all countries to move forward with the Convention. In recent months we have developed important tasks such as achieving financial and administrative consolidation and I think progress is important to make a redirection of the CAB. The best Andrés Bello Convention is coming and this can be achieved if we all come together to develop the mission object, which is focused on education, research, science and technology. This new vision is held by us and what have to do is reach some basic agreements of what we take to achieve this integration space meets this goal, &#8220;said Education Minister, Maria Fernando Campo.</p>
<p style="text-align: justify;">During the meeting, Maria Mercedes Perry, Deputy Secretary of the CAB presented the progress of the process of legal and financial reorganization of the Convention, which highlights the increase in assets of $ 1.6 million in 2009 to $ 6.3 million in 2011 the actual decrease in the cost of the Convention and the settlement of the various framework agreements and contracts.</p>
<p style="text-align: justify;">Faced with this process, Victor Rios, Paraguay minister, congratulated the Executive Secretariat of the CAB (SECAB) for their efforts. &#8220;This remediation work was daunting. Clearly, the expertise and knowledge to make this possible, but from these results, we must adjust the controls and oversight.&#8221; In the same way, Leon Desalt, delegate of the Ministry of Education of Peru also welcomed this management: &#8220;We are very proud to be in the Convention and to continue developing it, but we do have to have a greater commitment to the control measures &#8220;.</p>
<p style="text-align: justify;">Similarly, Monica Franco, delegate of the Ministry of Education of Ecuador, reached by the leaders greeting, saying that &#8220;the work done by the SECAB conviction shows the administration more transparent, which encourages us to continue with the mission of the Convention. Countries should continue to contribute to the Convention and must have the commitment to be vigilant all the activities of it to make more efficient and transparent management, &#8220;said the official said, while among the major challenges for the future are CAB support the growing mobility of citizens of member countries and promote the search for new signatories to enrich the management of the CAB.”</p>
<p style="text-align: justify;"><strong>Committed to a mission.</strong></p>
<p style="text-align: justify;">the meeting of Ministers of Education, was also the space to hear and discuss the policy proposals of member countries with which we seek to give new impetus to the missionary work of the Convention. In this regard, the minister Campo, he suggested that the leaders of a public building project. &#8220;The formation of citizenship is very important for the improvement of educational quality. We want to develop CAB from a project that we can move from the education sector, training projects of citizenship and democratic principles.&#8221;</p>
<p style="text-align: justify;">The delegate of Peru referred to the proposal as very important for countries and said that &#8220;policies must be articulated at the regional level for everyone to live the same values for coexistence.&#8221; On the other hand, the Minister of Paraguay said that &#8220;this project in Colombia could become the reference framework to promote integration processes from the convergence of democratic practices in our countries&#8221;, while Mexico&#8217;s ambassador in Colombia, Salazar Florencio said that this &#8220;is an initiative that we should not resign.&#8221;</p>
<p style="text-align: justify;">Another proposal discussed at the meeting was presented by the International Institute for Educational Research for Integration (IIICAB), American Institute of Natural and Cultural Heritage (IPANC) and the Institute of Appropriate Technology Transfer for Marginal Areas (ITACAB) , entitled &#8220;The Andrés Bello in the XXI century&#8221;, which includes among its objectives to incorporate some of the guidelines of the CAB issues such as migration processes, climate change, ICT, technical education and productive as well as restructuring the agency to become a flexible structure, highly functional and operational.</p>
<p style="text-align: justify;">Finally, the minister congratulated Felipe Campo Cousin, representative of the Ministry of Chile who had been exercising the Presidency of the CAB, for his work in the body since 2009 and its commitment in fulfilling the mission of it.</p>
<p style="text-align: justify;"><strong>On the Andres Bello.</strong></p>
<p style="text-align: justify;">the countries that are part of the Andres Bello are: Bolivia, Colombia, Cuba, Chile, Ecuador, Spain, Panama, Paraguay, Peru, Mexico, Dominican Republic and Venezuela. Andrés Bello Convention is an international intergovernmental integration organization, which aims to help expand and strengthen the dynamic process of integration of the states in the educational, scientific, technological and cultural.</p>

The ordinance states that when reporting such information, the Ministry of Education will focus resources directly to the educational funds of the institutions of the country from February 2012.</p>
<p style="text-align: justify;">It also provides resources that will be rotated to the institutions that provide the necessary information at the time agreed, likewise be informed about the omission of such data to the agencies.</p>
<p style="text-align: justify;">In this regard, the Ministry of Education requests that the information provided is done in a timely and complete to the provisions of Directive No. 23, since the extent that institutions delay the delivery of the relevant documentation; sending resources will also be affected.</p>

Therefore, local authorities should have paid before the end of December salaries and bonuses of the personnel.</p>
<p style="text-align: justify;">Currently, local authorities Bello, Carthage, Cesar, Pretoria and North Santander, despite having received timely resources by the Ministry of Education, presented late payment of wages, which are attributable solely, internal management problems in these institutions.</p>
<p style="text-align: justify;">The Ministry anticipates monitoring the situation in these local authorities and has informed enforcement agencies to take appropriate action.</p>

<p style="text-align: justify;">Dr. Munoz Coronado, highlights the importance of working under the guidance of the president of the Cauca Dr. Themistocles Ortega Narvaez, following the guidelines of the Ministry of Education and with the continued support of institutions such as the ICBF, SENA and cooperating agencies, to strengthen the learning processes of young people and adolescents, who today are vulnerable to intervention by groups outside the law and different scenarios of drug addiction, alcoholism, among others. It also refers to the need for closer ties with universities to ensure that young people have a greater chance cacaos access to higher education.</p>
<p style="text-align: justify;">Another key point of management held on behalf of educational communities, are brought forward joint actions with trade unions who will attend their suggestions and proposals to strengthen ties with the administration to &#8220;sow a service commitment &#8220;to make education a fundamental part in strengthening the life of each Cauca, without distinction of race, creed or social status.</p>

The first, &#8220;Summary indicators of higher education&#8221;, brings together major consolidated information and statistical indicators such as coverage rates, changes in enrollment, the number of degrees awarded and the percentage of graduates linked to the formal sector of the economy, among others.</p>
<p style="text-align: justify;">The second report, entitled &#8220;Statistical Report of the public universities,&#8221; records the progress made by the 32 public universities that compose the State University System (SWE), on issues related to the ability and academic training, welfare and university extension and Science Technology and Innovation. Thus, there is information about high-quality accredited programs, registration, research groups recognized by Colciencias, graded by level of education, the wages of entry of new graduates and dropouts, among others.</p>
<p style="text-align: justify;">In the third report, called &#8220;management indicators of public universities,&#8221; is published the matrix of performance indicators of public universities, technical cards with the definitions and methodological considerations of each of the indicators used, among other documents.</p>
<p style="text-align: justify;">Finally, there are the &#8220;Higher Education Departmental Reports&#8221; which presents the achievements from 2006 to 2010 in higher education in every department. Thus you can find information on the coverage level of training, participation in the registration of each of these levels, progress in the strategy of the Regional Centers of Higher Education (CERES) and the evolution of access to credit Centex.</p>
<p style="text-align: justify;">The publication of these documents for those universities across the country has parameters and standards of reference and comparison that allows them to observe the impact of management and of course, to inform the community achievements.</p>
